*Public Hearings should be done this week in order to start, finish, and submit your surveys by December 30, 2011.
*The public input portion of the grant is considered very important by both DFA and the Community Development Council. DFA staff recommended holding 3-4 public hearings. The CDC will ask you how many people participated, so do all you can to increase the number of people at your hearings.
*DFA staff urges applicants to include an option for phasing your project, if at all possible, to account for the lesser amount of funding available this year.
*Never combine answers. Answer each question on the application form directly and make sure there is a complete answer or explanation provided under every tab.
*For ICIP and Comprehensive Plan requirements, just include a copy of the relevant section of those documents, perhaps highlighting the section that relates to your grant. DFA staff who rank and rate applications need to have hard evidence or complete explanations in each section of the application binder.
*In the "Scope of Work" be as detailed as possible. DFA explained that if there are many applications, they may have to reduce grant amounts. Having detailed info on the scope of work will help them determine how to make informed cut backs, particularly with any phased projects.
*Confer with the SWNMCOG at 575-388-1509 with any questions about the CDBG application requirements.
*Each application must be submitted in a 5-Inch three ring binder. Be sure to carefully and securely LABEL both the binder and the electronic version. DFA staff recommended having a picture of your project location with the project name and your entity name placed in the outside sleeve of your application binder.
Advice for Binder Tabs: *For the survey tab, only include a copy of the survey summary. The complete set of surveys should have already been submitted by the December 30, 2011 deadline.
*If you do not have a PER, provide an explanation related to it.
*When documenting property ownership, in addition to other documentation please include documentation of easements.
*Professional Services should include a copy of the RFP or a statement about the status of procuring.
*For "Other funding" show a copy of your balance sheet showing the set aside amount. If an NMFA loan is being used for the other funding requirement, provide a copy of loan or grant agreement.
